Five (5) of the eight bids appear to comply with the City’s requirement for Specification Sections included in the Contract Documents. The bidders who included all of the requested information are listed below. Contractor Base Bid (with Allowances) 1. GCE Construction $816,500.00 2. KTM Builders, LLC $873,000.00 3. Skilled Services $862,600.00 4. Wilson Construction Group, LLC $835,000.00 5. Eaton Construction Services, Inc $1,002,000.00 Review of Bids Allen & Hoshall reviewed the bidder’s proposals for qualifications, errors, omissions, acknowledgement of addenda, unbalancing of unit prices, mathematical extensions, and totals. There were no apparent mathematical errors in the GCE Construction bid proposal. Apparent Low Bid GCE Construction of La Follette, TN submitted the apparent low bid.
