SUBJECT: Crestway Dr & S Matlock S Intersection Study Update 
BACKGROUND 
Earlier this year
 in September  2024 an accident occurred involving two motor vehicles and multiple 
injuries at the intersection of Crestway Dr and S Matlock Ave . There was considerable public discussion 
and concern over  the incident as well as  the broader safety concerns of the intersection. Public Works 
investigated the intersection immediately following the incident and proceeded to complete multiple low-
cost improvements to enhance safet y in an effort to be p roactive. Improvements included vegetation 
removal to increase intersection sight  distance, addition of advance stop notification signage  f or EB 
vehicles on Crestway Dr and  refreshing thermoplastic stop bars at the intersection.  Based on the MVA 
report, these items were not precipitating causes to the accident, excess speed and failure to yield were 
the root cause of the incident. 
Despite this, Public Works was requested to perform additional study of the intersection of Crestway Dr 
and S Matlock Ave to see if further  enhancements are warranted; more specifically, modification of the 
intersection from a 2-way stop controlled intersection to a 4-way stop controlled intersection. 
METHODOLOGY 
There is a stan
dardized process for evaluating intersections for this outlined in the Manual of Uniform 
Traffic Control Devices (MUTCD) . Intersection Rights-of-Way, generally, are governed by Section 2B.04. 
Multi-Way Stop Applications, which is more specific and relates directly to this request, are covered under 
Section 2B.07, hereunder incorporated for reference:
