X b. Appointment to the McMinn County Library Board 
 
Overview 
Currently, the city has one vacancy on the McMinn County Library Board out of its three members 
due to the resignation of John Duggan. 
 
Three city residents have submitted applications for the one vacancy, Jacob Burnette , Amy Sullins, 
and Frances Witt-McMahan to fill Mr. Duggan’s unexpired 3-year term until June 30, 2026. 
 
This item was discussed during the December 9, 2024 work session, December 17, 2024 regular 
session, January 13, 2025 work session, and the January 21, 2025 regular session but no decision 
was made.

Following discussion, the consensus was to place this item on the February 18, 2025 regular 
session agenda for further consideration. 
 
Action to Consider 
Motion, second, and vote are needed to appoint one of the three applicants to the McMinn County 
Library Board for an unexpired term until June 30, 2026.
