PUBLIC WORKS

MEMORANDUM

TO: C. Seth Sumner, City Manager
  Mike Keith, Finance Director

FROM: Ben Burchfield, Public Works Director

DATE: January 5, 2022

SUBJECT: Stantec Proposal Acceptance for Transportation Improvements & Contract
Approval

Summary

The City has received an amended draft proposal from Stantec for professional design services for
transportation improvement projects that have been discussed previously with Council. The proposal is
split into two projects/tasks. Task one includes all remaining design phases needed to complete the
necessary transportation improvements/enhancements to accommodate the Athens City Schools campus
consolidation. Task 2 includes all remaining phases of multi-modal improvements /enhancements for
Historic Downtown that will further expand upon recommendations made in the Historic Downtown
Master Plan that was steered by Main Street Athens as well as the Stantec Community Mobility Plan.
These two tasks have expected fees of $360,000.00 for school improvements, and $187,500 for Historic
Downtown, respectively. Combined engineering fees for both projects are projected to be $547,500. A
copy of the proposal has been included with this memo.

Scope of Work

Stantec’s proposal has been broken down into two tasks. The initial submittal the Department received
missed the mark for the expected scope of services, and a substantial number of items were noted that
required removal revisions, or addition to the propo sal. Items that were missing initially included
estimated fees for final plans, construction documents and construction phase administrative services.
