SCOPE OF SERVICES

Task 1 — Preliminary Design

Task 1.1 — Preliminary Project Management and Meetings

This task consists of general project management, administrative, and accounting activities for the
project. Coordination activities will consist of preparing and distributing project correspondence,
scheduling of meetings, meeting facilitation, and discussion of project elements with the City throughout
the process. Monthly invoices and progress reports will be provided as part of this task.

Task 1.1 Deliverables
e Kickoff meeting and site visit
e Up to four (4) virtual project coordination meetings
e Meeting notes and minutes for each meeting

Task 1.2 — Site Survey
Kimley-Horn will coordinate with industry partner(s) and provide a site survey including property
boundaries, topography, exiting utilities and infrastructure, existing surface conditions, and other site

features relevant to project design.

Task 1.2 Deliverables
e Site Survey in AutoCAD and PDF format

Task 1.3 — Geotechnical Evaluation of Subgrade Suitability
Kimley-Horn will coordinate with industry partner(s) and provide sampling and testing to determine

subgrade suitability for the desired site use.

Task 1.3 Deliverables
e Geotechnical report with site recommendations.

Task 1.4 — Preliminary Permitting Coordination

Kimley-Horn will perform preliminary coordination with relevant permitting, jurisdictional, utility and
permitting authorities to establish probable permitting requirements for the project. These authorities
include but are not limited to the City of Athens, Athens Utility Board (AUB), Tennessee Department
of Environment and Conservation (TDEC), and Tennessee Department of Transportation (TDOT).

Task 1.4 Deliverables
e Written Summary of probable permitting requirements.

Task 1.5 — Preliminary Civil Design
Kimley-Horn will perform a preliminary Civil Engineering Design for the parking lot layout including
site layout, site grading, pavement details, traffic flow pattern, parking lot greenspaces, stormwater
