Market Park Parking Lot Design and Permitting

Dear Mr. Dowling,

Kimley-Horn and Associates, Inc. is pleased to submit this Scope of Services (“Scope”) to the City of
Athens, Tennessee, for the Market Park Parking Lot Design and Permitting.

PROJECT UNDERSTANDING

The proposed project is for the re-construction of the existing Market Park parking lot located at the
southeast corner of S. Jackson St. and E. Madison Ave. in Athens, TN as outlined in the scope exhibit
below. The proposed design scope provided by Kimley-Horn includes site survey, geotechnical
sampling and testing for subgrade suitability, Electrical design for additional 400 amp transformer, EV
Charging station, and parking lot lighting, parking lot landscape design, Civil Engineering Site design
for parking lot improvements, stormwater design for treatment of water quality event, and land

development permitting. Individual tasks to be broken down in the “Scope of Services” Section of this
proposal.
