XI. E.  Engineering Agreement to Proceed with Phase 1 of Market Park Master Plan 
 
Overview 
The FY 2025 -26 approved Capital Improvement Fund budget contains $250,000  to prepare a 
master plan of needed improvements for Market Park and a phased approach to install those 
improvements. Kimley Horn was engaged to prepare the master plan , obtain stakeholder 
comments, and develop cost estimates for all phases for a fee of $10,000. After engaging various 
community partners and obtaining their comments including the Parks & Recreation Advisory 
Committee, City Council Advisory Committee, Main Street, and Friendly City Festivals , a 
master plan and estimated costs were completed. The report dated October 14, 2025 is attached.  
 
To proceed with Phase 1 using the remainder of the allocated budget, Kimley Horn has prepared 
a proposal which consists of site civil engineering and permitting to include the installation of a 
new electrical transformer/infrastructure, and installing a level 2 EV charging station that was 
previously acquired through a grant  (proposal is attached) as well as preliminary design of the 
parking lot improvements shown on the master plan.  
 
Once Phase 1 has been designed, it will be competitively bid out for construction, awarded, and 
constructed prior to June 30, 2026. Phase 2 expenses (parking lot improvements) will be placed 
in the upcoming FY 2026-27 Capital Improvement Fund budget to continue the project. Phase 
3 expenses (sidewalk and lands cape improvements) will be placed in the FY 2027- 28 Capital 
Improvement Fund budget to complete the project.  
 
Following discussion during the November 10, 2025 work session, the consensus was to place 
this item on the November 18, 2025 regular session under New Business for further discussion. 
 
 
Action to Consider 
A motion, second, and majority vote are needed to approve proceeding with Phase I to Improve 
Market Park as presented.
