MINUTES 
Recreation Advisory Board/Tree Board/Little League Board 
Department of Parks and Recreation 
 
The Recreation Advisory Board /Tree City USA Board /Little League Board  met in a scheduled  
meeting on Thursday, March 6th, 2025, at 12:05 pm.  
 
Upon roll call the following members were present: 
Bob Miller, Mary Scudder , Linda Long, Johnny Coffman, Ron Starr, Moises Contreras  and Larry 
Rhodes 
 
Upon roll call the following members were absent: None 
 
The following guests and staff members were present:  
Matt Siniard, Derek Phillips, Reya Joseph, and Shellie Stephens 
Guest: Tyler Meroney 
 
The following decisions were made and ordered a part of the records of the Recreation Advisory 
Board/Tree City USA Board/ Little League Board.

MINUTES 
 
12:10pm- Minutes for meetings held on December 19
th, 2024, we’re given to board, and we’re 
reviewed with no changes suggested. 
Motion made by Moises Contreras, seconded by Bob Miller, to approve the minutes. 
Motion Carried.

NEW BUSINESS 
 
Review Strategic Summit Slideshow Presentation- 12:15pm 
Matt Siniard explained the meetings being moved because of snow/sickness and would like to have 
presented his summit presentation to the board before, but this will be a review. The presentation was 
shown to the board. Showing programs ebbs & flows along with sports and dances highest attendance. 
Johnny Coffman asked if dance was profitable. Matt explained dance was profitable, but profit is 
minimal due to school rental fees. Matt Siniard discussed recreation center proposals, turf fields at 
Regional and Ingleside pool and enlargement.  Discussion was made about absent City Council 
members from Strategic Summit except for Duggan & Curtis, they received it well, but there were 
only two of five members present. 
 
 
Community/Recreation Center Update- 12:40pm 
Discussion about what the back of Conference Center was supposed to be and that it was never 
finished. Johnny Coffman said we should not worry about what hasn’t happened and look forward 
and suggested applying for grants. Contreras made comments about how we should think about how 
the government could help us because you must spend money on their facilities to make it in the
