Option 2 – Prorated Longevity for Voluntary Separation

Under this option, an eligible employee who voluntarily separates from City employment before
October 31, after completing at least three years of continuous employment, would receive a
prorated longevity payment based on the portion of the longevity year worked. If an eligible
employee
dies while employed, the prorated payment would be made to the employee’s
designated beneficiary. An employee who is involuntarily terminated would not receive a
prorated longevity payment.

This approach removes the need to distinguish between retirement and resignation and treats
longevity more as recognition for service.

Other Considerations

Of course, there are other possible approaches, including establishing specific criteria for what
constitutes retirement. However, such an approach could get very complex and could create
additional administrative issues.

Request
Staff is requesting Council's direction regarding the preferred approach before the Employee
Handbook is approved.
