Helms, Project Manager Cc: Ben Burchfield, Public Works Director DATE: March 2, 2022 SUBJECT: STBG Engineering Services Scope This project involves various streets throughout the city which are in most need of paving. The project consists of milling, re-paving, and addressing drainage issues which are impacted by the existing pavement or changes to the pavement grades. The project could also involve addressing some ADA compliance issues, but those items may also be addressed with city forces and not funded by this project. The decision regarding ADA compliance issues will be worked out as we design the project and get feedback from TDOT as to how they will require us to address ADA issues. We have already obtained our Notice to Proceed with the NEPA process so as soon as a firm is approved, we will be able to begin work on this project. Process We have utilized the required TDOT Local Programs selection process for obtaining engineering services. Five firms originally submitted for the project and three firms were chosen to advance to Phase II of the evaluation process. A committee com prised of myself, Ben Burchfield, April Johnston, Mike Keith, and Anthony Casteel evaluated the firms during both Phase I and Phase II of the evaluation process. The finalists in order of highest to lowest ranking were Gresham Smith , Mattern & Craig , and Cannon & Cannon. Action Item We are asking for permission to enter negotiations with Gresham Smith to bring an agreement for services to the City Council next month for approval. In the event these negotiations prove unsuccessful, we would attempt to negotiate an agreement with Mattern & Craig. In the unlikely event an agreement cannot be reached with either of the first two firms, then we would attempt to negotiate an agreement with Cannon & Cannon.
