SUBJECT: A & E Services for the Fire Training Facility 
Scope 
At the present time, this project is anticipated to involve the installation of a modular manufactured Fire 
Tower, a driver training course, and a building to house a reserve fire engine and a training classroom.  A 
& E services will be needed to help layout the site with special attention to be given to water runoff from 
the site, particularly the large concrete pad to be constructed as the driver training course.  An analysis of 
the existing building will be needed to be sure it is structurally sound to c onvert it over to the proposed 
use.  Because of this change in use, several upgrades will be needed to meet building codes.  The services 
should also cover designing, bidding, and construction inspection for the installation of the tower, 
construction of the concrete pad, and work on the existing building.  Other items may be needed, but at 
this time the list comprises the bulk of the work anticipated. 
Process 
Ben Burchfield, Chief Ainsworth, and I have discussed options for obtaining A & E Services.  Based upon 
these discussions and given the expertise they have in house designing fire facilities, we are 
recommending we negotiate an agreement with Stantec to provide these services.  Stantec is already 
working for the city on the traffic improvements to accommodate the new school and for the downtown 
area.  We do not feel this additional project will overload their schedule and cause progress on any of 
these projects to slow.  They have been extremely responsive to date on the two projects they are 
handling, and other than the lead contact different personnel with a different set of expertise will handle 
this project. 
Action Item 
We are asking for permission to enter negotiations with Stantec so that we may bring a n agreement for 
services to the City Council next month for approval.
