Helms, Project Manager/Interim Public Works Director Ben Burchfield, Public Works Director March 31, 2025 ARP Stormwater Grant In July 2023 the City executed a contract with the Tennessee Department of Environment and Conservation for a stormwater grant. Program funding was created by the American Rescue Plan. The total grant award was $2,371,902 .77 and with the city's match of 15% the total project funding is $2,727,688.19. The city match is in the form of a combination of cash and the value of employee time to administer the grant. Of the total project budget, $1,980,000 has been set aside for construction. The city previously issued a Request for Qualifications for engineering services. After a review of the various firms who submitted for the work, Gresham Smith was chosen to serve as the project engineer. We currently have an agreement in place with them for non-construction-related services for this project . After a review of several potential construction projects based upon data collected to date, a specific construction project has been chosen. The project would create a type of manmade wetland along the Oostanaula Creek. This project will improve water quality in the creek, which is a program priority, white also reducing downstream flooding during heavy rain events. Now that the scope of the construction phase is known, we have negotiated an agreement with Gresham Smith to provide services related to this phase of the project . A copy of the agreement is attached to this memo for your review. The compensation for the services related to this phase as outlined in the agreement is $115,100.
