MINUTES 
Recreation Advisory Board/Tree Board/Little League Board 
Department of Parks and Recreation 
 
The Recreation Advisory Board  /Tree City USA Board /Little League Board  met in a scheduled 
meeting on Thursday, December 21, 2023, at 12:08 pm.   
 
Upon roll call the following members were present: 
Bob Miller, Moises Contreras, Ron Starr, Mary Scudder, Johnny Coffman and Larry Rhodes 
 
Upon roll call the following members were absent:  
Lisa Blos-Johnson 
 
The following guests and staff members were present:  
Matt Siniard, Derek Phillips, Reya Joseph and Angela Leitzel 
 
The following decisions were made and ordered a part of the records of the Recreation Advisory 
Board/Tree City USA Board/ Little League Board.

MINUTES 
 
Minutes for the scheduled October 19, 2023 meeting were given to the board and no changes were 
suggested. 
Motion was made by Larry Rhodes, seconded by Bob Miller, to approve the minutes.

NEW BUSINESS 
 
Review of Ingleside Reconstruction 
Matt Siniard explained to the Board, the City Council approved the reconstruction of six(6) Pickleball 
courts and six(6) tennis courts by Baseline Sports, with additional parking at the December meeting.  
Scheduling will be the next step and it will be a 90 -120 day project.  June to mid-July is completion 
projection at this time.  Siniard is l ooking at a USTA grant  up to $65K, with MUSCO Lighting, to 
replace lighting.  They will also be adding conduit infrastructure for future installation of secur ity 
cameras. 
 
Use of School Gyms for Basketball 
Siniard explained that if the City sells the elementary schools, Parks and Recreation will not have a 
place to practice for the 2024-2025 basketball season.  The department is need of an indoor facility 
for programming, perhaps looking into existing facilities in the city to utilize or purchase.   
 
National Fitness Council – Fitness Court Grant 
Siniard explained to the Board that he was looking into a grant for an outdoor fitness court grant to 
possibly be installed at Regional Park that would be for outdoor work-outs, multi-use and multi-
surface facility.  The grant is for $50K and the total estimated project would be $150K.  The Board 
discussed and agreed now is not a good time for this and there are more pressing needs.
