Also attached is Allen & Hoshall’s proposal to facilitate a planning process with the City Council 
and city staff to 1) renovate the existing city hall and 2) expand the existing city hall to increase 
capacity for many years to come . The outcome of this initial phase would be a conceptual floor  
plan of departmental configurations, exterior façade rendering s, a report on existing building 
systems and necessary improvements, and probable costs. The cost of this phase is $40,000 and 
will take about two months to complete. After the completion and acceptance of this phase by the 
City Council, the second phase, if approved, will consist of completion of the  schematic design, 
design development, construction documents, bidding assistance, and construction administration. 
The cost of this second phase would be 8% of the construction cost  and would take about 18-24 
months to complete. The funding source for this project would use a combination of the remaining 
General Obligation Bond, Series 2021 funds ($1,192,000) and new debt. Below are estimated cost 
of the expansion and renovation.   
 
Following discussion during the May 12, 2025 work session, the consensus was to place this item 
on the May 20, 2025 regular session under New Business for further discussion and consideration.  
 
Action to Consider 
If approved to continue, a m otion, second, and vote are needed  to a uthorize Allen Hoshall 
Architects to conduct Phase I of the city hall project for a cost of $40,000 and if approved, conduct 
Phase II of the city hall project for a cost of 8% of the final construction cost. Only the replacement 
HV AC system ($580,000) is included in the upcoming FY 2025-26 budget.
