MINUTES 
Recreation Advisory Board/Tree Board/Little League Board 
Department of Parks and Recreation 
 
The Recreation Advisory Board /Tree City USA Board/Little League Board met in a scheduled meeting 
on Thursday, August 17, 2023, at 12:15 pm.   
 
Upon roll call the following members were present: 
Bob Miller, Johnny Coffman, Moises Contreras, Larry Rhodes, Ron Starr and Mary Scudder 
 
Upon roll call the following members were absent:  
Chad Goodin  
 
The following guests and staff members were present:  
Matt Siniard, Derek Phillips, and Angela Leitzel 
 
The following decisions were made and ordered a part of the records of the Recreation Advisory 
Board/Tree City USA Board/ Little League Board.

MINUTES 
 
Minutes for the scheduled June 15, 202 3 meeting, were given to the board and no changes were 
suggested. 
Motion was made by Bob Miller, seconded by Larry Rhodes, to approve the minutes. 
 Motion Carried

NEW BUSINESS 
 
BlueCross Healthy Places Grant 
Matt Siniard explained to the Board, a new playground layout has been selected as the previous layout 
was discontinued.   
Motion was made by Larry Rhodes, seconded by Bob Miller, to approve the application be submitted 
for the BlueCross Healthy Places Grant for Heritage Park playground. 
 Motion Carried

REPORTS 
 
Pickleball Report after City Council Meeting 
Siniard explained to the Board that a combined pickleball and tennis courts bid is going out with 6 
courts each; surface to be removed and new surface to be installed. 
 
Heritage Park LPRF Grant Update 
Siniard explained to the Board that construction is to begin in 2024 and will include new park signage.
