Helms, Project Manager DATE: September 7, 2022 SUBJECT: Approve Design and Authorize Notice to Proceed to Bid - CTI BACKGROUND After extensive coordination between City Staff and Stantec, the City’s consultant engineers, design of improvements for the Campus Transportation Improvements Project (CTI) have been completed. The project was split into two distinct areas – right-of-way improvements that are mobility oriented which include items such as new and renovated sidewalks, new pedestrian crossing infrastructure at sidewalks, street striping reconfigurations around the new consolidated school campus, new intersection signage, and other various transportation engineering improvements specifically targeted at improving multi- modal usability around the campus and adjacent streets. The second package deals exclusively with transportation improvements to signalized intersections in the vicinity of the new consolidated school that will be impacted by traffic demands . Improvements include new vehicle detection hardware, upgraded signal cabinet hardware, redesigned signal intersection layouts to include new or reconfigured lanes and corresponding overhead signals, pedestrian crossing hardware, fiber optic infrastructure to allow coordination between impacted intersections, and new signal timing plans specifically designed to help manage the increase in traffic demand. The school is projected to fully open in F all 2023. The se improvements must be bid, awarded, and constructed in an expedient manner and be fully operational ahead of the school opening. Council has dedicated $3,000,000 in funding for traffic improvements. The City and Stantec have worked diligently to ensure that all items in the scope of both bid packages is as comprehensive as necessary, while eliminating any unnecessary items in an effort to ensure that all critical improvements can be accomplished with allocated funds. ACTION ITEM Approve the scope of construction identified in the sidewalk/mobility and signalization improvement construction plans to form and appropriateness and authorize staff to proceed to soliciting competitive bids for the constru ction of both items. Upon receipt of bids, staff will return to Council with a recommendation to award and, if approved, proceed swiftly to construction. 32
