XI. E. RFB 25-13: Bid Award for ARP Stormwater Grant Construction Project 
Overview 
The FY 2025-26 Capital Improvement Fund approved budget contains $2,076,000 for the 
construction portion of the overall ARP grant funds. Specifically, the construction portion of 
the grant consists of purchasing the Mayfield property ($135,000) that was previously 
purchased, constructing a regional detention pond on the Mayfield property, dredging and 
stabilizing the upper small pond at the Regional Park entrance, improving the pond on Cook 
Drive, and constructing an overlook and pavilion on the Mayfield property. Bid documents 
were prepared and distributed. On the bid deadline date of Sept. 10, 2025, two bids were 
received. The low bidder was Wilson Construction with the low bid of $2,031,554.99. Once 
the property purchase of $135,000 is added, the total construction cost is $2,166,554.99 or 
$90,554.99 above the budget estimate. The overage will come from the Capital Improvement 
Fund. There is no contingency amount in this unit priced project but will be paid out on actual 
quantities used which may be higher or lower than the estimated quantities.
TDEC must concur with this bid award. Since this project must be completed by September 
30, 2026, time is of the essence. 
Attached is Gresham Smith Engineer’s recommendation and bid tally sheet. 
Action to Consider 
A motion, second, and majority vote are needed to approve the bid award for RFB 25-13.
