VIII. B. Approve Allen & Hoshall to Proceed with Phase II of Renovating the House at 
Regional Park into the Parks & Recreation Offices. 
 
Overview 
The FY 2025-26 approved Capital Improvement Fund budget contains $275,000 to renovate the 
house at Regional Park for Parks & Recreation offices . Allen & Hoshall submitted a $41,500 
proposal for this project to develop a site plan, floor plan, renderings, and cost estimates and 
then prepare construction drawings, assist with bidding, and provide construction 
administration. That proposal was reviewed during the July 7, 2025 work session and approved 
during the July 15, 2025 regular session. After meeting with the Parks & Recreation staff  
numerous times, a plan of action consisting of a floor plan, renderings, and cost estimate  have 
been developed and ready to present. That presentation is attached. Representatives from Allen 
& Hoshall attend ed the September 8, 2025 work session to present their plan and answer 
questions and concerns.  
 
If approved, this project would move into Phase II consisting of Allen & Hosh all preparing the 
actual construction documents, assisting with bidding and bid evaluations, and providing 
construction administration. The construction documents preparation schedule would be about 
three months, and the construction schedule would be an additional six months. If all goes well, 
this project could be operational during mid-2026. 
 
Following discussion during the September 8, 2025 work session, the consensus was to place 
this item on the September 16, 2025 regular session consent agenda for approval.  
 
Action to Consider 
A motion, second, and majority vote are needed to move this project into Phase II.
