Rocky Mt. Rd. & W Madison Ave. Railroad Safety Improvements 
In conjunction with the city, TOOT previously conducted a safety evaluation of two intersections on Old 
Riceville Road. The intersections included within the evaluation are those at Rocky Mt. Road and at W 
Madison Avenue. The evaluation was initiated due to safety concerns associated with the railroad 
crossing located on Old Riceville Road between these two intersections. 
TDOT employed CSR Engineering to perform the evaluation and subsequently authorized them to proceed 
with the engineering design needed to implement the recommended safety measures. TDOT has 
allocated funding for this project from the Tennessee Highway-Railroad Grade Crossing Program, also 
known as the Section 130 Program, which is managed by the Tennessee Office of Rail Engineering. All 
costs associated with this project will be reimbursed to the city up to a maximum of $499,880.00. This 
amount includes funding for design and inspection services in addition to construction expenses. 
In January 2025 City Council adopted a resolution authorizing the city to execute a contract with the state 
for this project . Following execution of the contract, CSR Engineering worked with city staff to finalize 
project design followed by issuing a request for bids. Two bids were received and opened on November 
17, 2025, at City Hall. The low bid was submitted by Stansell Electric Company, Inc. in the amount of 
$383,761.00. The bid format is based upon unit quantity prices so the final cost will be based upon actual 
quantities used during construction.
