Agenda Item IV. G. Bid Award of RFB 25-17 for Safety Improvements at the Intersection of Rocky Mount Road/W. Madison Avenue/Old Riceville Road Overview The FY 2025-26 approved Capital Improvement Fund budget contains $ 499,880 in state grant funds to design and install road and railroad crossing improvements at the intersection of Rocky Mount Road/W. Madison Avenue/Old Riceville Road. Bid documents were prepared and distributed. On the deadline date of November 17, 2025, two bids were received. Attached are the bid tabulation sheet, memo from the Public Works Department with additional project details, letter from the consulting engineer, CSR Engineering, recommending the low bidder, and an intersection graphic. Based on the submitted bids, the lowest and most responsive bidder was Stans ell Electric (Nashville, TN) for a bid of $383,761. In addition to the bid amount, other costs have been or will be incurred using the state grant funds including railroad review fees, traffic signal design, and traffic signal construction inspection ($46,000) for a total project cost of $429,761, well below the state grant amount. Even if the project’s cost exceeds the state grant amount, the state would fund all costs for this project.
