SUBJECT: Rubicon Software Implementation for Sanitation Services 
BACKGROUND 
Refuse collection is a core part of Public Works services that residents and businesses receive on a weekly 
basis or more. Staff has continually researched 3rd party software options over the past few years that 
modernize operations and make sanitation services more efficient in an effort to enhance our own 
operation. One software in particular, Rubicon, proved to be an ideal solution for City during 
demonstration. Public Works requested and had funds committed in this current budget year to purchase 
electronic devices and software license{s) to implement Rubicon in our commercial and residential refuse 
collection trucks. 
I have included the proposal information for review. Rubicon has been awarded a Sourcewell contract 
(#020221-RUB) and so this greatly streamlines the procurement process for the City. I'd like to highlight 
just a few of the reasons why we are looking at this software: 
1. Efficiency: This software will ensure the routes are planned efficiently, so trucks cover all 
necessary areas without missing streets or addresses, ultimately reducing misses or partial 
collection by the sanitation department. 
2. Improved Service: Optimized routes ensure more consistent and reliable service which will 
lead to increased customer satisfaction due to timely, routine, pickups. 
3. Real-time tracking: With real-time tracking, the software allows supervisors to monitor routes 
as they are being completed. If a tote is reported as missed, the supervisor can immediately 
check the system to see if the truck has already passed that address and take appropriate 
action. This will also allow for immediate adjustments as necessary due to unexpected 
challenges such as truck issues or driver illness. 
4. Safety: Fewer milers driven and optimized routes will reduce the risk of accidents
