systems, preparing an architectural study to determine space needs and configuration of offices 
and shared spaces such as conference rooms, break rooms, storage space, and work spaces 
resulting in an efficient floor plan. The offices to be included are City Manager, IT, Community 
Development, Human Resources, Finance, Purchasing, Parks & Recreation, Council Chambers, 
and future spaces. Once all the information is known, construction drawings could be prepared, 
bid out, and a general contractor selected. Moving expenses of all furniture and rebuilding the data 
center would also need to be considered. The existing city hall could be used as a public safety 
complex for the Fire Department and the Police Department. Renovations/repairs are needed for 
the existing city hall such as replacement HVAC systems, ADA compliance, IT infrastructure 
improvements, and code compliance issues. 
The estimated cost of this option would be $6-8M using partially borrowed funds (debt) and take 
about 9-12+ months to complete. 
New Construction 
A new city hall could be designed and constructed on city property or other property to 
accommodate all departments. The estimated cost of this option would be $13-16M using 
borrowed funds (debt) and take about 18-24+ months to complete. 
Summary of the December 9, 2024 Work Session 
Following discussion, the consensus was to place this item on the December 17, 2024 consent 
agenda to obtain an appraisal of the building.

Motion, second, and vote are needed to authorize the city manager to obtain an appraisal of the 
building.
