SUBJECT: SMART Grant Application 
 
Background 
The Bipartisan Infrastructure Law (BIL) created a program intended to fund innovation and technology in 
the field of transportation.  The intent is to collect data from the implementation of these technologies to 
determine which are viable and which are not , as well as to determine if  some are more suited for 
situations involving certain criteria.  The BIL is funded at a level of $100,000,000 per year over five years. 
 
Process 
The program funds two different stages of grants.  The first stage is a Planning and Prototyping stage and 
the second is an Implementation Stage.  Funding is available each year for both stages.  A planning grant 
application will be the first step in the process.  If a planning grant is awarded, then an application can be 
made for an implementation grant once the plan is complete.  Stage two grants will only be awarded to 
those that receive a stage one grant.  Applications for this year are due by November 18
th. 
 
Stage one grants have no minimum amount that must be requested but may be no more than $2,000,000 
per project.  Stage one grants do not require a local cost share.  Stage two grants can be in an amount of 
up to $15,000,000. 
 
Action Item 
The Public Works Department is requesting that the attached resolution be approved authorizing us to 
submit a stage one application.  We are seeking a grant which would allow us to prepare a study to assess 
the results of an integrated traffic signal netwo rk throughout the community.  The system would allow 
for proactive  changes to traffic signal timing based upon real time traffic patterns.  The department 
already possesses some of the components needed to do this, but much more needs to be done in the 
system to make it a reality. 
 
The benefits can apply to ongoing operations and heavy demand due to special events.  If implemented, 
we anticipate the results to be a reduction of travel times and air pollution.  Additional potential benefits 
could include increased safety on the roads and a reduction in call times for emergency response vehicles.
