RESOLUTION NO. 2022-28 
 
A RESOLUTION AUTHORIZING SUBMISSION OF A STAGE ONE STRENGTHENING, 
MOBILITY, AND REVOLUTIONIZING TRANSPORTATION (SMART) GRANT APPLICATION. 
 
 WHEREAS, the Bipartisan Infrastructure Law (BIL) created a Strengthening, Mobility, And 
Revolutionizing Transportation (SMART) program intended to fund innovation and technology in 
the field of transportation the intent of which is to collect data from the implementation of these 
technologies to determine which are viable and best suited to improving transportation at a 
Nationwide level; and, 
 
 WHEREAS,  the BIL is funded at a level of $100M per year over five years and is broken in 
two stages of funding opportunities the first of which is targeted at planning and prototyping of 
grantee projects and the second which is targeted at implementation of the most impactful or 
viable stage one grantee projects; and, 
 
 WHEREAS, Stage one grants have no minimum amount that must be requested but may 
be no more than $2M per project and there is not a  required local cost share, and stage two 
funding requests can be in an amount of up to $15M with a match requirement that has yet to 
be determined; and, 
 
 WHEREAS, the Public Works Department is requesting City Council approval to  submit a 
Stage One SMART grant application through the US Department of Transportation requesting 
funds for a City -wide transportation study to assess the feasibility , logistics, costs, and benefits 
of  implementing an integrated traffic signal network; and, 
 
 WHEREAS, If awarded, the Public Works Department would anticipate the  study will 
demonstrate benefits that include reduction of travel times, reduced air pollution, increased 
safety on roads, and a reduction in call times for emergency response vehicles. 
 
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Athens, Tennessee, as 
follows: 
 
That the recitals above are true and accurate and form a part of this Resolution; and 
 
That meeting in regular session this 18th  day of October, 20 22, t he Mayor and City 
Manager are hereby authorized, empowered, and directed to submit a Stage One SMART grant 
application for a City-wide transportation study as outlined above. 
 
BE IT FURTHER RESOLVED that upon award of the grant, the Mayor and City Manager are 
hereby authorized to enter into an agreement and execute documents for acceptance of this 
grant on behalf of the City of Athens.
