$2,371,902.77 for eligible activities. This balance requires a maximum co -funding level of 15%, or 
$355,785.22. 
 
While the non-competitive funds are allocated, they are not obligated. Agencies must apply  to TDEC 
detailing activities it intends to utilize the funds for in order to have them dedicated to the City. The Public 
Works Department intends to utilize ARP funds for the following activities:  
 
1. Perform a stormwater utility feasibility study and implement it as soon as practicable 
2. Implement an asset management system to serve as the system-of-record for existing GIS data of 
MS4 assets. This system will be used for  work-order tracking and targeting/prioritizing annual 
repairs and capital improvements planning 
3. Hydrologic engineering assessment and design at a localized and system -wide level to develop 
tangible solutions to address existing stormwater issues within the City and project needs based 
on continued growth and densification 
4. Replace and install new  green stormwater infrastructure within the MS4 network to improve 
water quality and mitigate localized flooding . Continued growth and lack of adequate 
infrastructure will lead to further damage to streams due to alteration and sedimentation 
 
The Department intends to pursue utilization of the full allocation. Any non -competitive allocations that 
are not utilized, either from lack of application, or lack of eligible activities, shall be dedicated to a 
secondary competitive application period that any State agenc y can a pply for. To allow our non-
competitive allocation to be lost and shifted to the competitive program would be a considerable missed 
opportunity to position the Department for long- term success in adequately funding and managing the 
stormwater system. 
 
Action Item 
 
The Public Works Department is requesting that Council authorize submittal of an application to request 
allocation of ARP funds for the  aforementioned activities. Applications must be submitted electronically 
and are due no later than November  1
st, 2022. TDEC has stated that all applications are to be reviewed 
and a determination of funding eligibility to be provided approximately  30 days after submittal of 
application. All ARP funds will be fully obligated by the State by December 31 st, 2024, and all ARP funds 
must be fully expended by December 31st, 2026.
