MINUTES 
MEETING OF THE BOARD OF DIRECTORS 
 
Wednesday, February 15, 2023 
12:00pm – EDA Boardroom 
 
I. Welcome  
a. Roll Call: 
i. Present: Dick Pelley, Victoria White, Mike Keith, Austin Fesmire, Lindsey 
Ferguson, Becky Simpson, and Betty Ruleman 
ii. Absent: None 
II. Approval of Minutes 
a. Motion was made by Dick Pelley, seconded by Becky Simpson, for the approval of minutes 
of the November 28, 2022 meeting. 
Motion carried 
III. Reports 
a. Financial update was given by Mike Keith 
IV. New Business 
a. Clarify Purpose and Goals for the Athens Isahaya Sister City Committee - Discussion 
b. Discuss US Student Visit to CG in 2024  – Begin presentations to teachers  and County 
officials 
i. Motion was made by Mike Keith, seconded by Lindsey Ferguson, to request the 
Athens Parks Foundation to ask McMinn County of donation to Sister Cities for 
additional funding. 
Motion carried 
c. Discuss Chinzei Gakuin Visit for July 2023 
i. Motion was made by Lindsey Ferguson, seconded by Becky Simpson, for $1,200 
for two meals for outside excursions. 
Motion carried
