Apply for a Traffic Signal Modernization Program (TSMP) Grant Through the 
Tennessee Department of Transportation and to Commit Local Funding for the 
Project if the Grant is Awarded. 
Overview 
The Public Works Department is requesting authorization to submit  a grant to the Tennessee 
Department of Transportation to improve traffic signals at the intersections of College Street and 
White Street and College Street and Jackson Street. Specific improvements consist of actuated 
pedestrian detection, emergency vehicle signal preemption, vehicle detection for six approaches, 
and updated traffic signal controllers/cabinet.

he estimated cost for this project is $200,000 (including a contingency for unforeseen costs) with 
$125,000 coming from the grant (grant maximum) and the balance of $ 75,000 coming from the 
city’s Capital Improvement Fund, if the grant is awarded.
