MINUTES OF SPECIAL CALLED SESSION  
 
The Athens City Council met in special called session on Wednesday, April 22, 2026, at 5:00 p.m. 
in the Athens City Hall Council Chambers , with Mayor Eaton presiding. Councilmember Sherlin 
led the invocation. Vice Mayor Curtis led the Pledge of Allegiance. 
 
Roll call:  
PRESENT: Duggan, Sherlin, Curtis, Eaton 
ABSENT: McCowan 
 
PUBLIC NOTICE 
NOTICE OF SPECIAL CALLED MEETING 
 
Notice is hereby given to the residents of Athens, Tennessee, and all other interested persons, that a 
special called meeting of the Athens City Council will be held at Athens City Hall, 815 North 
Jackson Street, Athens, Tennessee, beginning at 5:00 p.m. on Wednesday, April 22, 2026. 
 
The purpose of this meeting is to consider and act upon the following item: 
 
1. A change order for additional work needed on Dennis Street paving project, resulting in an 
increased project cost. 
A public comment period will be provided regarding the agenda item. Any person wishing to 
address the City Council should sign in on the sheet located at the entrance to the council chambers 
prior to the start of the meeting.

NEW BUSINESS 
 
A. Consider and act upon a change order for additional work needed on Dennis Street paving 
project, resulting in an increased project cost. 
 
Councilmember Sherlin moved to approve additional funding from the Capital Improvement 
Fund for the additional work needed on the Dennis Street paving project, in the estimated 
amount of $115,850, with a 15% contingency if costs exceed the estimate. Vice Mayor Curtis 
seconded.
