SUBJECT: Cook Park Parking Assessment Revision 
 
At the April 13
th City Council work session, Public Works  staff were requested to complete a 
feasibility assessment for constructing additional parking at Cook Park. Public works generated 
three layouts for consideration and presented these at the May 2026 study session. 
 
A request was made for P ublic Works staff  to attend a small group meeting on May 14 , 2026, 
onsite at the park  to discuss initial  parking recommendations with community stakeholde rs. 
Attendees provided input on the three options and based on that Public Works has determined 
that the preferred option is a modified version of the E Harper Johnson layout initially presented 
to Council. 
 
A map of the modified parking area (two options) is attached. Details are as follows: 
 
1. The initially presented configuration has been mirrored /flipped to have parking spaces 
face into the park, instead of towards E Harper Johnson.  
a. Multiple attendees preferred this, which will allow patrons to be in a car and keep 
an eye on activity within the park 
2. Base option adds 14 new spaces (for a total of 25 spaces in the park, including existing) 
a. 3 spaces are ADA accessible; one is the existing space at the Cook Dr parking lot, 
two are van accessible spaces in the new parking area. 
b. Base option has a projected cost of $245,000 
3. If desired, parking spaces can be mirrored on the other side of the one -way drive to add 
an additional 13 spaces (for a total of 38 spaces in the park, including existing) 
a. The expanded parking option has a projected cost of $335,000 
4. Parking circulation is designed to be one-way to minimize size/footprint within the park 
a. Drive lane circulation has been flipped from the original layout ; cars now enter 
from Wabash and exit onto E Harper Johnson. This was necessary to
