SUBJECT: Heritage Park LPRF Grant Project 
 
Background 
The City entered into an agreement with Wilson Construction Group, LLC, for work associated with this 
project. The agreement was based upon the low bid submitted by the contractor in the amount of 
$1,480,759.35. The agreement established September 22, 2025, as the date for work to commence. The 
contractor’s bid included a 5% contingency in the amount of $70,512.35. 
 
The project is substantially complete , and the contractor is currently addressing items identified during 
the final walkthrough conducted by City staff and the project architect.  These items are expected to be 
resolved prior to this item being considered by council during the month of June. The state agency 
overseeing the grant funding is scheduled to conduct an inspection on June 8
th. Once any items they note 
are resolved, the project will be ready to close out. 
 
Throughout the course of construction, there were a total of eighteen change orders that were approved. 
These change orders included work that both increased and decreased the overall project cost. As each 
was approved, the associated amount was either added to or subtracted from the project contingency. 
 
In total, the approved change orders resulted in a net increase of $86,966.13. This amount exceeds the 
available contingency by $16,453.78. This represents approximately 1.1% of the original contract amount. 
The City Council needs to approve an increase in the contract with Wilson Construction Group, LLC, in this 
amount.  
 
Although it does not affect the action requested, two additional factors are worth noting. The City’s cost 
for acquiring site amenities for the project was $7,402.00 less than the amount approved by City Council, 
which offsets a portion of the overrun on this contract when considering the overall project budget.
