V. J. Heritage Park LPRF Grant Project – Contract Amendment 
 
Overview 
The Heritage Park Local Parks and Recreation Fund (LPRF) Grant Project is substantially complete 
and nearing final closeout. Funding for this project was provided through a combination of LPRF 
grant funds and local matching funds previously approved by City Council. 
 
During construction, eighteen (18) approved change orders resulted in a net contract increase of 
$86,966.13. The original construction contract included a contingency allowance of $70,512.35, 
leaving a remaining balance of $16,453.78 that exceeds the avail able contingency and requires 
additional Council authorization.  
 
Several of the change orders addressed necessary repair and maintenance items at Heritage Park, 
including replacement of a leaking water line serving the pavilion, repairs to pavilion column 
stonework, and replacement of electrical service and lighting at the flagpole. Completing this work 
while the contractor was already mobilized on site provided the most cost-effective approach prior 
to project closeout. 
 
Approval is requested to increase the contract with Wilson Construction Group, LLC, by 
$16,453.78, resulting in a revised contract amount of $1,497,213.13. 
 
Action to Consider 
Consensus is needed to move this item to the regular session on June 16, 2026 for consideration.
