and floodplain storage, stream restoration, strategic property acquisition, bridge and culvert 
improvements, continued monitoring, and dedicated funding. 
 
The most significant policy implication is that increased conveyance must be accompanied by 
additional storage and that the fallacy that eliminating localized flooding by moving stormwater 
through the system faster will only  increase downstream discharge into an already flood-prone 
Oostanaula & North Mouse  Creek. The City's long -term implementation strategy should 
therefore treat conveyance capacity and watershed storage as interconnected investments. 
 
Action Item 
 
Adopt the Athens Stormwater Masterplan as one of the City’s strategic planning documents to 
be used for targeting maintenance and capital improvement planning efforts going forward.  
 
The MS4 Utility Feasibility  technical memorandum document will be used in discussions during 
the upcoming strategic planning sessions in February  as part of the budgetary development
