PUBLIC WORKS

MEMORANDUM

TO: Bridget Roberts, Interim City Manager
  Angela Robbins, Purchasing Agent

FROM: Ben Burchfield, Public Works Director

DATE: October 7, 2026

SUBJECT: Guardrail Repairs via SWC CN262036

Background

Public Works has attempted to solicit pricing for guardrail repairs throughout Athens for the past
few years with no success. The niche type of construction, high liability associated with guardrail
work generally, coupled with a comparatively small scope of work vs. TDOT scale projects, has
made generating interest problematic.

The Department recently learned that Reynolds Fence & Guardrail has acquired an on -call
statewide contract for repairs from TDOT in May 2026. An excerpt of that contract is attached
for reference. After confirming contract details with TDOT Region 2 staff, APW staff coordinated
inspecting our areas in need with a Reynolds representative in August. Reynolds has provided a
quote for $49,235.19 for repair and replacement of the areas inspected. An itemized breakdown
of the scope is attached.

We are seeking Council approval for the quote for two reasons; 1: the fact that this expenditure
exceeds $25,000.00 despite not requiring additional competitive solicitation (as this element has
already been completed by TDOT) and 2: this expenditure overruns FY26 -27 allocation of
$10,000.00 for guardrail repairs under 01 -0904-5436. I would again remind Council that these
funds have gone unused for the past few fiscal years, and that several of these segments are no
longer functioning properly due to damage from vehicular impacts. Our intent is to get these
repaired as soon as practicable so they can again provide protection in the event of a collision.
