Freedom Rolloffs LLC, dba Freedom Demolition, offered a voluntary 10% aggregate discount 
only if all six (6) properties were awarded to their firm. Because the award is made on an 
individual property basis and Stephens Excavating LLC is the lowest responsive bidder on 
certain properties (e.g., 206 Stansberry Street, 102 Euclid Avenue, and 206 Rose Drive), the 
conditional aggregate discount cannot be applied. 
Recommendation 
It is recommended that City Council award RFB #26-1 on an individual property basis as follows:
