SUBJECT: Agriculture and Health Trail Signage Grant at Mayfield Property Stormwater Project  
 
Background 
In December, Matt Siniard was contacted by Kelly Ware with the Tennessee Department of Health regarding the 
availability of grant funding for new signage that could be installed at city properties. Matt subsequently contacted 
me to discuss potential locations for the use of these funds, and we ultimately agreed to pursue two sites. Matt has 
been coordinating signage for Heritage Park, while I have used this opportunity to initiate the first phase of a planned 
sign trail at the site of the new Stormwater Project near Mayfield. 
 
The timeframe between notification of available funding, the deadline to request funds, and the award of the grant 
was approximately two weeks. Due to this limited timeline, and because we were initially advised that the grant 
agency would pay vendors directly once project details were finalized, the project was not previously brought before 
City Council for approval. 
 
However, Matt was notified yesterday that the reimbursement process has changed and that the City will now be 
required to pay for the signage upfront and then receive full reimbursement, up to the maximum amount of the 
award. As a result, this item is now being submitted to Council for approval prior to committing to any purchases.  
 
The grant award for the Mayfield site totals $15,000. Final pricing is still being coordinated with vendors, but the 
intent is to keep the total cost within the awarded amount, resulting in no net expense to the City once 
reimbursement is received. The sig nage will incorporate educational elements related to farming, nutrition, clean 
water, and exercise, demonstrating how these components contribute to healthy living. Approximately ten signs will 
be installed along the trail being constructed as part of the stormwater project. 
 
Implementation of this project is being coordinated with representatives from Mayfield to include statistics related 
to dairy farming. There is potential for future expansion of the trail to incorporate additional Mayfield -specific 
elements should funding become available; however, any such expansion is not included in this phase of the project. 
 
Action Item 
Approve Resolution 2026-07 authorizing the City to accept grant funds in the amount of $15,000 from the Tennessee 
Department of Health to create a Healthy Living Trail at the Mayfield Stormwater Project site.
