A RESOLUTION AUTHORIZING THE CITY OF ATHENS, TENNESSEE, TO APPLY
FOR FUNDING THROUGH THE LOCAL PARKS AND RECREATION F UND TO
EXTEND THE EUREKA TRAIL TO PROF POWERS PARK AND CONSTRUCT
ASSOCIATED AMENITIES WITHIN THE PARK.
WHEREAS, the City of Athens has prepared and adopted a Parks and Recreation Master
Plan and a Public Works Bike and Pedestrian Master Plan; and
WHEREAS, the proposed project is consistent with the goals and recommendations of
both master plans; and
WHEREAS, the extension of the Eureka Trail to the Downtown Central Business District
by way of Prof Powers Park ranks among the top three most desired pedestrian and bicycle
improvements based on public input; and
WHEREAS, associated amenities are ne cessary to serve both the Eureka Trail and Prof
Powers Park; and
WHEREAS, Prof Powers Park is in need of significant improvements due to aging
infrastructure; and
WHEREAS, the Local Parks and Recreation Fund (LPRF) provides funding for eligible
recreational trail and park improvement projects; and
WHEREAS, the City of Athens desires to submit a n LPRF grant application requesting
funding in the amount of Nine Hundred Sixty Thousand Dollars ($960,000.00) to support the
design and construction of the proposed improvements; and
WHEREAS, the City of Athens is committed to providing a local match in the amount of
Nine Hundred Sixty Thousand Dollars ($960,000.00) resulting in a total project cost of One
Million Nine Hundred Twenty Thousand Dollars ($1,920,000.00); and
WHEREAS, the proposed project represents a long- term public investment that will
promote public health, recreation, transportation connectivity, tourism, and economic activity.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF ATHENS, TENNESSEE, THAT:
The City Manager or his designee is hereby authorized to prepare and submit an application
to the State of Tennessee for funding through the LPRF Grant Program in the amount of
$960,000.00 for the Eureka Trail Extension (Phase I) and associated improvements to Prof Powers
Park.
The Mayor, City Manager, or their designee is further authorized to execute all documents,
agreements, certifications, and assurances necessary to carry out the intent of this resolution on
behalf of the City of Athens.
