The unit prices used in the estimate are consistent with those bid as part of the STBG-L Paving Project 
(RFB #25-10), which began late last year and is scheduled for completion in April 2026, with the 
exception of $9,300 for curbing, which was not included as a bid item in that project. 
As noted in the attached quote, these unit prices are being extended as change order pricing under RFB 
#25-10 for the additional work requested, with all exceptions and modifications documented in the 
quote. This request is being submitted for consideration of approval under Section 5.06 of the City of 
Athens Procurement Policies and Procedures, effective July 1, 2025. It should be noted that these prices 
are only valid if the work is performed in conjunction with the final paving activities under RFB #25-10, 
scheduled for March and April. 
Once the current construction projects are complete, all areas of Heritage Park will have been updated 
within the last eight to ten years. With proper repair and ongoing maintenance, the park should not 
require significant capital investment for the next twenty years. 
Action Item 
Approve a change order with Rogers Group under RFB #25-10 for paving the parking lot at Heritage 
Park, per the quote dated February 3, 2026, in the estimated amount of $159,448.40.
