a. Roll Call:
SISTER CITIES PROGRAM 
MINUTES 
MEETING OF THE BOARD OF DIRECTORS 
Tuesday, February 3, 2026 
12:00pm - City Hall 
i. Present: Betty Ruleman, Sandra Kinney, Randy Dowling, Anna Barrios, Larry Eaton,
Becky Simpson and Joe Barnett
ii. Absent: Lindsey Ferguson and Austin Fesmire
II. Approval of Minutes
a. Motion was made by Randy Dowling, seconded by Sandra Kinney, for the approval of the January
13, 2026 minutes.
Motion carried 
Ill. New Business 
a. Planning for 2026 Chinzei Gakuin Visit -Anna Barrios supplied the most updated schedule to the
Board, pointing out a few areas of Free Time to be filled and transportation to be finalized. She
also submitted a financial assistance request in the amount of $3500 for 2 SCRA's and two meals.
Motion was made by Randy Dowling, seconded by Joe Barnett, to approve funding the Chinzei
Gakuin-Tennessee Wesleyan Language and Culture Program for a maximum of $5,000, which
includes the requested $3,500 and any additional funds needed for the program and events.
Motion carried 
b. Lecture Series from the Asian Culture Center - Randy Dowling presented the Board with the level of
sponsorships of the Asian Culture Center in order to participate in the lecture series. He informed the Board
that the previous year's level was the Jade level. Sandra Kinney volunteered to complete the application
and work on scheduling the lectures.
Motion was made by Randy Dowling, seconded by Betty Ruleman, to participate at the Jade level of
sponsorship again for $2,500.
Motion carried
