MINUTES 
Recreation Advisory Board/Tree Board/Little League Board 
Department of Parks and Recreation 
 
The Recreation Advisory Board/ Tree City USA Board /Little League Board  met in a scheduled 
meeting on Thursday, April 16, 2026, at 12:00 pm.  
 
Upon a call the following members were present: 
Ron Starr, Bob Miller, Mary Scudder, Linda Long, and Moises Contreras  
 
Upon a roll call the following members were absent: Johnny Coffman and Larry Rhodes 
 
The following guests and staff members were present:  
Matt Siniard, Derek Phillips, Reya Ingraham-Curtiss, Leah Goins, and Anthony Raper 
 
The following decisions were made and ordered as part  of the records of the Recreation Advisory 
Board/Tree City USA Board/ Little League Board.

MINUTES 
 
12:05pm- Minutes for the scheduled meeting held on February 19, 2026, were handed out and 
reviewed with no changes suggested. 
Motion made by Bob Miller, seconded by Moises Contreras to approve the minutes. 
Motion Carried.

NEW BUSINESS  
 
Heritage Park Renovation Update - 12:10pm 
 
Director, Matt Siniard, presented an update on the progress of the Heritage Park re novation to the 
board. He discussed the new equipment and the 0.20 mile paved walking trail that was added. Several 
of the board members expressed their interest in doing a walk through of the park before completion. 
As a result, they scheduled a date and time to meet at Heritage Park. M att discussed the timeline for 
the remainder of the renovation and estimated opening day would fall in mid-May.  
 
Splashpad Opening and Pool Opening - 12:25pm 
 
Director, Matt Siniard, spoke on the opening dates for both the pool and splashpad. The splashpad 
will open May 1
st, 2026 and remain open daily from 10am-5pm until October 1st, 2026. The pool 
will open on May 23rd, 2026 and will remain open until the end of August. He also spoke on the 
reoccurring maintenance issue for the splashpad and noted it was difficult and expensive to 
maintain. The board expressed interest in looking into the creation of a job opening for a part-time 
Splashpad Attendant during the busiest months of the year.
