CAPITAL IMPROVEMENT PROGRAM 
 
Resources Used to Create the City’s CIP continued 
• City of Athens Strategic Plan (2022) 
o General strategic plan consisting of issues about quality of life, infrastructure/services, 
internal culture, downtown, economic development/business culture, TWU /TCAT/CSCC 
relationships, public education system, housing, collaboration with other governmental 
agencies, and smart growth and survey results of top five community needs 
• Athens Bike & Pedestrian Master Plan (2023) 
o Sidewalks, sidepaths, and greenways pedestrian projects, bicycle lanes, and intersection 
improvement projects including Eureka Trail extensions.  
• City of Athens Traffic Safety Action Plan (TSAP) (2025) 
o Specific master plan of needed transportation safety improvements along Congress 
Parkway, Dennis Street, Decatur Pike, Old Riceville Road, and Green Street 
The CIP should be reviewed annually in conjunction with the annual budget preparation process to ensure 
the capital projects as listed remain the city’s top priorities.
