Nominee: Roscoe Morgan 
Nominated By: Councilmember Pelley

Reason for Nomination: 
A U.S. Army veteran who served as a combat medic in Vietnam from 1968 to 1970, Mr. Roscoe 
Morgan held the rank of Specialist, exemplifying a life of service— first to his country, and ever since 
to his community. 
For man
y years, Mr. Morgan has taken personal responsibility for maintaining the United States flag 
at Athens Regional Park, ensuring it is always displayed with the respect and dignity it deserves. In 
addition to this hands-on care, he has generously donated numerous American flags that are flown 
proudly across the city. 
His
 commitment doesn’t stop there. Mr. Morgan is a steadfast supporter of local Parks and 
Recreation events, particularly those honoring fellow veterans. He is a familiar and respected 
presence at the brick-laying ceremonies at Veterans Memorial Park, and he has coordinated the flying 
of the American flag at significant community gatherings— including the City’s annual Fourth of July 
fireworks celebration. 
Mr.
 Morgan embodies the very essence of the VIVID Award. His enduring patriotism, humble 
generosity, and quiet leadership make Athens a stronger, prouder place. We are deeply grateful for 
his service and his continued devotion to our community. His dedication reminds us all of the 
enduring impact one individual can have.
