SUBJECT: Council Approval of Layout & Scope of Proposed Animal Shelter Facility 
 
After extensive work by both the City & MRHS in reviewing and coordinating with Allen & Hoshall 
on critical design elements of the new shelter, we have finally received a set of plans that details 
the layout of the facility as it is to be constructed. Staff is still working to make minor adjustments 
and clean up the plans to minimize clerical errors and eliminate conflicting or unconcise sheets 
or details that impact bidding. The expectation is to complete this over the course of the next 
week.  
 
The Public Works Department is requesting Council approval of the proposed layout & scope of 
the proposed animal shelter facility based on the plan documents provided.  Staff would 
recommend Council direct particular attention to  the following sheets to best understand what 
is being pursued for construction: 
 
• C1.1 which details what improvements are being performed to the site, generally, such 
as exterior outdoor runs, pathways, and parking lot adjustments required in order to 
make the facility fully ADA accessible 
 
• AD1.1-1.2 – Floor plan showing renovations under the base bid  & alternate bid  which 
include demolition activities that will remove existing structures and facilities in the 
building currently that must be addressed in order to accommodate the proposed use as 
a shelter and clinic and ensure the facility is fully ADA compliant 
 
• A1.2 – Floor plan showing renovations under the base bid which include construction 
activities related to building of shelter intake, animal housing, and adoption center
