It is left to the reader to examine the study, determine whether the results are sound and valid and to make a decision based upon that determination. Land Use, Acreage and Assessed Values This table merely provides an inventory o f all the property in the annexation area . The property values were extracted from the State of Tennesse e Property Data Web Site, which is based upon the state's property tax assessment computer program. Property tax revenue estimates are simply the calculation of the total assessed value of property in the proposed annexation area, applied to the City’s current property tax rate ($1.2676 per $100 of assessed value). Property tax assessments are calculat ed at a rate of forty (40) percent of appraised value for commercial and industrial prope rty and twenty -five (25) percent for residential, vacant and Greenbelt property. The following table provides a summary of acreage and assessed values of the property located within the proposed annexation area. Acreage and Assessed Values of Land and Improvements Estimated Population and Percent Population Increase The population estimates are based upon the number of house holds in the annexation area and the people per household population for Athens and McMinn County, utilizing data from the 2010 Federal Census. A ccording to the 20 10 Federal Census, the people per household po pulation for Athens is 2.24, and the unincorporated territory of McMinn County is 2.47 people per household. Since the annexation area is immediately adjace nt to the City, but not within th e corporate limits of the City it would seem likely that it is n either entirely rural in nature like McMinn Co unty, nor entirely urban like Athens. Therefore, it may be appropriate to average the two people per household population figures listed above to gain a base line for population projections in the area. (An a verage per household population, using these two figures is 2.355 and will be rounded to 2.36). This 2.36 people per household population figure is applied to the Portion of Parcel 047-226.00 on Velma Road Annexation Area to estimate the total population. The master preliminary plat (both city and county portions)shows 81 detached single family home sites.
