RESOLUTION NO. 2022-22 A RESOLUTION ADOPTING A PLAN OF SERVICES FOR THE ANNEXATION OF THE VELMA ROAD AREA PROPERTY BY THE CITY OF ATHENS, TENNESSEE WHEREAS, the City of Athens is considering the annexation of property; and WHEREAS, Tennessee Code Annotated (TCA) 6-51-102 as amended requires that a “Plan of Service” be adopted by the governing body of a municipality prior to the adoption of a resolution annexing an area; and WHEREAS, in accordance with TCA 6 -51-102 the Athens Municipal -Regional Planning Commission has recommended approval of the Plan of Services to the Council of the City of Athens, Tennessee; and WHEREAS, a public hearing was held pursuant to TCA section 6 -51-102, and notice thereof was published in the Daily Post-Athenian, and WHEREAS, the City of Athens is considering annexation of property off of Velma Roa d as detailed in Annexation Resolution # 2022-23. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Athens, Tennessee, as follows: SECTION 1 : Below is the “Plan of Service” for the proposed annexation of the Velma Road Annexation Area containing 8.32 acres and part of a larger parcel identified as McMinn County Tax Map 047, Parcel 226.03 to be recommended to the City Council for adoption. A. Police 1. Patrolling, radio responses to calls, and other routine police services using present personnel and equipment will be provided on the effective date of annexation. 2. Traffic signals, traffic signs, street markings, and other traffic control devices will be installed as the need is established by appropriate study and traffic standards. B. Fire 1. Fire protection by the present personnel and equipment of the City of Athens, within the limitations of available water, will be provided to the area on the effective date of annexation. 2. Fire hydrants for the Velma Road Subdivision that encompasses the entire Velma Road Annexation Area are required to be installed by the developer prior to the approval of the final plat by the Athens Municipal Regional Planning Commission.
