The City of At hens has budget ed an average of $902,600.00 over the last four years for the 
maintenance of streets . The city currently has approximately 64 miles of city-maintained streets.  By 
taking the amount budgeted f or street maintenance and dividing it by the num ber of street m iles the 
City maintains ( 902,600/64), it can be reasonably concluded that the City is spending approxi mately  
$14,103.13 per mile on stree t maintenance.  If the annexation area includes those st reets described 
above the city could expect to  spend approximately $3,666.82 (0.26@$14,103.13) per year on str eet 
maintenance. 
 
The City of Athens has budgeted an average of $884,925.00 over the last four years for the cleaning of 
streets. The city currently has approximately 64 miles of city-maintained streets.  By taking the amount 
budgeted for street maintenan ce and dividing it by the number of street miles the City maintains 
(884,925/64), it can b e reasonably concluded that the City is spending approxi mately $13,826.95 per 
mile on street maintena nce.  If the an nexation area includes those streets described a bove the city 
could expect to spend approximately $3,595.01 (0.26 @ $13,826.95.30) per year on street cleaning.  
 
Currently, this study makes no a ttempt at es timating the impact of the annexati on on the overa ll 
budget of the public works department . Items that could see increases if the annexation were to occ ur 
include traffi c control, stre et signage (including all applicable city signage), sanitat ion, salaries , 
overtime, and the possible addition of personnel. 
 
Street Lighting 
Currently this study does not make a determination of the cost per installment of streetlights within 
the County Road 129 (aka Layman Road) Annexation Area. However, Street lighting will be installed in 
the annexed area in accordance with the City of Athens street lighting policies at the cost set by AUB at 
the time of the installation.    
   
City School System 
Since the property does not have any population at this time and is undeveloped of any structures, the 
annexation of the Harrison Ridge Subdivision would not in itself affect the City School System at th is 
time.
