RESOLUTION NO. 2022-24 
 
A RESOLUTION APPROVING THE LAYOUT AND SCOPE OF 
THE PROPOSED ANIMAL SHELTER FACILITY 
 
 WHEREAS, the Athens City Council authorized Allen & Hoshall to proceed to commence 
design on an alternative location for the Animal Shelter Facility with Resolution 2021 -31 
approved in August 2021; and, 
 
 WHEREAS, through extensive collaboration between Allen & Hoshall, City of Athens Staff, 
and McMinn Regional Humane Society Staff (MRHS) & Volunteers, multiple concept layouts were 
developed and evaluated as to best support the needs of animal shelter operations that include 
the intake, housing, primary care, and adoption of stray or unwanted animals in the County; and, 
 
 WHEREAS, a final layout plan, pending minimal adjustments and clerical revisions, has 
been provided to City and MRHS Staff, and both entities agree that the design adequately meets 
the needs of the animal shelter, adoption center, and a future location for the MRHS Spay & 
Neuter Clinic should they choose to pursue funding for its construction as a bid alternate; and, 
 
 WHEREAS, City Staff submit the plans for this layout for the review, evaluation, and 
approval of the Athens City Council to inform the Council of the project plan and scope, and to 
ensure collective agreement and approval of the project’s design and scope before proceeding 
further with the project; and, 
 
 WHEREAS, with approval of this resolution by the Athens City Council, City Staff will 
proceed to finalize construction bid documents, solicit competitive bids for the construction of 
the new Animal Shelter Facility, review said bids, return to Council with a recommendation to 
award construction of the Shelter to the lowest qualified bidder and, if the bid is approved, 
proceed swiftly to construction. 
 
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Athens, Tennessee, as 
follows: 
 
That the recitals above are true and accurate and form a part of this Resolution; and 
 
That meeting in regular session this 16th  day of August, 2022, the Athens City Council 
agrees with the layout and renovation scope of the proposed animal shelter facility as provided 
at the August 8, 2022 Study Session and agrees City Staff should proceed to solicit bids.
