CITY MANAGER’S OFFICE MEMORANDUM TO: City Council DATE: September 4, 2026 FROM: Bridget Roberts, Interim City Manager RE: RFB 26-06 – Repair, Maintenance, and Rehabilitation of Local Streets Overview I wanted to provide a brief update regarding RFB 26 -06 – Repair, Maintenance, and Rehabilitation of Local Streets, which will appear on the September agenda. Background The FY 2026-27 street paving and resurfacing bid was previously discussed with Council. Staff had initially recommended delaying the bid based on asphalt pricing, contractor availability, and concerns that bidding under the conditions at that time could reduce the amount of paving the City would be able to complete with the available funding. At the August 18, 2026, Regular Session, Council passed a motion directing the City Manager to have the Public Works Director complete the bidding process immediately. Following Council's direction, Public Works and Purchasing proceeded with the advertisement. Current Status The bid opening was originally scheduled for September 8th. However, due to the required length of the advertisement period and a necessary addendum that was posted this week, the bid opening is now scheduled for Thursday, September 10, 2026, at 3:00 p.m. This will provide prospective bidders enough time to review the addendum and make any necessary revisions to their bid submissions. If bids are received, staff will review them following the bid opening, and the results will be presented to Council for consideration in the agenda packet for the September 15, 2026, Regular Session. 6
