Unlocated infrastructure spending
Athens, Tennessee · Updated 2026-09-23 · Map covers FY2023–FY2028
Open current heat map · Full investment inventory · Maintained source register
$72,210,047.38 is now mapped, including $5,439,017.69 in paving. These are planned and reported investments, not a complete total of city spending.
What remains outside the map
The items below cannot be added into a single unlocated total: they mix unmatched locations, overlapping funding, reserves and projects outside the displayed years. An amount without a street match is not zero spending.
- FY2028 resurfacing funding reserve — $500,000.00: Funding accumulation rather than a named FY2028 construction round; avoid counting again when the later resurfacing program is mapped. Source
- FY2028 detention property acquisitions — $450,000.00: No parcels named in the capital plan. Source
- FY2020 strip paving — $1,940,632.00: Outside original FY2021–27 scope; old program street list not yet connected. Do not reuse the 2023 schedule. Source
- FY2022 STBG contract, amended in FY2023 — $1,145,611.48: March 2022 total $1,097,731.16 was superseded by July 2022 approved total $1,145,611.48. These are one contract, not additive costs. Matching streets remain unresolved; the April 2022 engineering list belongs to the next program. Source
- FY2024–25 local paving remainder — $436,740.31: Still outside the existing traced street-cost allocation; not smeared onto known streets. Source
- Parker property — $426,735.00: Budget says Decatur Pike property later sold; not Regional Park. Parcel connection remains needed. Source
- Stormwater planning and professional services: Citywide planning and overlapping fiscal actuals not automatically assigned to construction sites; only named fee and reconciled construction contract mapped.
- Annual sidewalk maintenance and street repair supplies: Citywide account lacks site allocation; cannot safely place on the proposed sidewalk corridors.
- Eureka right-of-way — location identified; funding overlap unresolved — $100,000.00: User identified Old Athens Madisonville Road at Fairview Road on 2026-09-23. Street dataset junction is Fairview/Madison. Location is now matched, but the $100k is not added to the mapped $1.92m extension envelope until overlap is reconciled. Source
- Industrial park, equipment, salaries and operating programs: Industrial development remains outside the selected category scope. General equipment, salaries and operations are not assigned to construction locations. Named traffic projects are now mapped separately.
- FY2021 street-resurfacing grant expenditure — $49,600.00: Audited grant expenditure for STP-M-9201(15), visually checked in the Expenditures column. Streets remain unmatched; grant expenditure is not automatically additional to a contract total. Source
- Hammond Cemetery driveway — $45,000.00: FY2027 CIP estimate; cemetery driveway footprint remains unmatched. Source
- Alford / Park / Velma / Dupitt signal upgrade — $100,000.00: FY2027 CIP estimate; named approaches do not form a common junction in available streets. Exact signal locations require clarification; not placed at unrelated Congress intersections. Source
- FY2027 sidewalk program remainder — $250,000.00: CIP $500k includes MCHS loop, already mapped at $250k from newer budget. Remaining $250k is a candidate, not confirmed additional funding; Hammond, W Madison and Eastanallee segment limits and overlap need reconciliation. Source
Connections now reflected in the map
The nine-street STBG resurfacing program is mapped, including its FY2023–FY2025 amounts previously listed as unlocated. The corrected older contract of $1,145,611.48 remains unmatched and is a different program.
Named stormwater projects, planned sidewalk corridors, park improvements, traffic projects, public buildings, and the Eureka/Prof Powers and Regional Park trail projects now have representative map allocations. Their project totals do not automatically reconcile every annual supplies, maintenance or professional-services account.
FY2021 and FY2022 were removed from the map controls because they have no matched locations; their source evidence is retained here. No amounts were reassigned to later years merely to display them.
Earlier account-level documentation
Historical FY2021–FY2025 account baseline and original PDF page links. Preserved for traceability; its former $1,079,357.31 unlocated headline is superseded and must not be used as the current gap total. Historical stormwater and sidewalk accounts still require reconciliation with the mapped project envelopes.
